οὗτος μὲν οὖν ἐπὶ Ῥώμης τυραννῶν οὐδʼ ἔστιν εἰπεῖν οἷα δρῶν τοὺς ὑπηκόους κατεδουλοῦτο, ὡς ἤδη καὶ τῶν ἀναγκαίων τροφῶν ἐν ἐσχάτῃ σπάνει καὶ ἀπορίᾳ καταστῆναι, ὅσην ἐπὶ Ῥώμης οὐδʼ ἄλλοτε οἶ καθʼ ἡμᾶς γενέσθαι μνημονεύουσιν.

It is not possible to say what this tyrant at Rome did to enslave his subjects, so that they were reduced to the most extreme scarcity and want even of necessary food, such as our contemporaries remember never having happened at Rome at any other time.
